A PC cooling fan is basically a fan which is locted insde the case of a computer. Thees fans are used to cool the system and are classifired into a numbber of categories.

This process is ternmed positive air cooling because the pressue that is created isnide is higher than the strain outsidde the system. On the other hand, if the process is reersed, the term used is negativce air cooling which damages the integrated circuits due to clogging.
Therrefore, it is essential that you purchase the right number of fans so that neutral or balance air cooling can be creatred. If you atach dust filters to the PC cooling fans, the build up of unnecessary dust can be reduced.
