Spam and Junk Have Overwhelmed Me - is There a Solution?

I cannot stand this spam business any more. What is even a lot of frustrating is the very fact that there aren't any real solutions out there for me to induce rid of spam once and for all. Everywhere I look communication has stopped being communication any more. Smart individuals have been scared into retreat from spam and have found relief in making cocoons of temporary relief from spam. I'm talking about things like "thank you for subscribing to our blur blur blur, but please check your inbox to substantiate it is really you!..." Aaahhh will somebody quantify the lost resources in cash and time due to spam/junk?
I want to throw a challenge to all or any you sensible programmers. Will you come back up with a long-lasting answer? Let me offer you some ideas along these lines:
(1) - Produce a program that will first of all establish the ISP address of the mail that I've got classified as spam and I have junked it;
(two) - The program must crawl and determine the net host where the notorious spam has come back from;
(three) Let the software send a "friendly" warning to the ISP and Internet Host that an e-mail with IP address so and therefore is deemed offensive and can they exculpate themselves at intervals 48 hours or else they can face a law suite whose primary stress will be to shut them down;
(4) The software ought to permanently block the offending IP address and bounce off every e-mail back to the sending ISP or Web host till they get therefore clogged up they have to house this matter or else "we tend to run them out of city!"
(5) The anti-spam software should be developed underneath open supply arrangement and made accessible freely for home and personal use. A industrial version should conjointly be developed however priced afford ably from which resources will be raised for continued development of this software.
(vi) All the programmers to work on this project should be open minded and enthusiastic to move this project forward.
